Social housing tenants and ECO4: a UK checklist (2026)
Guide by ApplyFreeBoiler.uk (Reliant Energy Solutions Ltd), a heating and insulation installer in Bury, Greater Manchester. We are not the government, Ofgem or an energy supplier.
Council and housing association tenants often hear about ECO4 and wonder whether they can apply themselves. Because the landlord owns the building, the process is different from owner-occupiers and private renters. This checklist explains what to gather and who to speak to. It is general information from a Bury-based heating and insulation installer and does not guarantee funding.
1. Confirm who your landlord is
Write down whether your home is owned by the council, a housing association or an arm's-length management organisation, and keep the repairs and tenancy contact details to hand.
2. Ask your landlord about planned works
Many social landlords run their own retrofit or heating programmes. Ask whether your home is already scheduled for a boiler, heating or insulation upgrade before you look elsewhere.
3. Look up the EPC
Search the official EPC register by postcode. Note the rating, the main heating system and the wall type. ECO4 rules for social housing focus on lower-rated homes, so the rating matters.
4. Get landlord permission in writing
No installer can start work on a social home without the landlord's consent. If an installer offers to help, ask how they will get that consent and keep a copy of any letter or email.
5. Report disrepair separately
A broken boiler or damp is a repair issue your landlord must deal with under your tenancy. Report it through the normal repairs route and keep the reference number, whether or not ECO4 is involved.
6. Prepare for the survey
Clear access to the boiler, loft hatch and meters, and note any rooms that are hard to heat. Ask who will attend and how long the visit will take.
7. Keep paperwork together
Store the survey report, landlord consent, guarantees and aftercare numbers in one place in case you need them later.
8. Compare local delivery data
See ECO measures by council on ApplyFreeBoiler.uk, built from DESNZ Household Energy Efficiency statistics, to see how many ECO measures have been installed in your local authority area.
9. Check eligibility
Use the ApplyFreeBoiler.uk eligibility check to see whether an ECO4 heating or insulation pathway may be available for your home in England, Scotland or Wales. ECO4 is due to close on 31 December 2026.
